Urgent！A homeless puppy wait for rescue

I found a small a really tiny puppy, super cute, kind of scared of people. Its mother has been killed by the city administration because of the homeless reason. Not sure about the gender, but I am afraid it cannot hold on through the winter of Beijing, way too cold. And you can also see the hygiene situation is also really bad.
